Ministry of Education: will develop and release teaching standards for vocational undergraduate majors

Recently, the website of the Ministry of Education released a letter titled "Reply to Proposal No. 04412 (Education Category 444) of the Second Session of the 14th National Committee of the Chinese People's Political Consultative Conference", which replied to the "Proposal on Promoting the Classification Evaluation of Undergraduate Majors and Supporting the Construction of Modern Vocational Education System".


It is mentioned that in the next step, the Ministry of Education will fully investigate the demand for vocational undergraduate talents, develop and release professional teaching standards, integrate the high-level employment needs and related technologies of enterprises into talent training specifications, typical work tasks, and curriculum systems, guide vocational schools to formulate and implement professional talent training plans based on standard specifications, and focus on building a more personalized talent training system.

  

1、 Suggestions on setting professional evaluation standards for classification and promoting professional evaluation through classification


Professional evaluation has become an important component of the "Five in One" undergraduate quality assurance system. Conducting evaluations plays an increasingly important role in implementing the fundamental task of cultivating morality and talents, promoting higher education teaching reform, and improving quality.


Next, the Ministry of Education will systematically promote the construction of a periodic, fully covered, and classified professional evaluation system, especially considering the universality of higher education professional education while respecting the characteristics of various types of professional education. Monitoring indicators will be developed according to disciplinary categories to accelerate the construction of a professional monitoring and evaluation system covering various professional fields and the entire process of talent cultivation. This will achieve full coverage of undergraduate professional monitoring and early warning, quality profiling, promote the establishment of a sound professional education quality assurance system in the higher education front, guide universities to actively face emerging and future industries, adjust and optimize professional structures in a timely manner, adapt to the development of new quality productivity, and accelerate the increase of new human resources supply.


2、 Suggestions on promoting research on professional standards and degree standards


The Ministry of Education continues to promote the construction of a talent training system, broaden the path of professional development, promote the reasonable positioning, standardized operation, distinctive development, and pursuit of excellence of relevant universities, establish and improve a quality assurance mechanism and quality culture for continuous improvement of majors based on output, and continuously improve the quality of talent training.


In 2022, the Ministry of Education released a new version of the "Introduction to Vocational Education Majors", covering 247 vocational undergraduate majors, fully reflecting the new requirements of the Vocational Education Law, comprehensively demonstrating the elements and environment of talent cultivation at all levels and majors of vocational education, and filling the gap in the introduction of vocational undergraduate majors. The Introduction to Vocational Education Majors is based on enhancing the adaptability of vocational education, reflecting the positioning differences and connections of talent cultivation in secondary vocational schools, vocational colleges, and vocational undergraduate programs. It updates the vocational orientation, expands ability requirements, updates the curriculum system, adds internship scenarios, continues majors, vocational certificates, etc., which is conducive to improving the response speed of vocational education majors to industrial upgrading, and provides basic guidance for schools to formulate talent cultivation plans.

3、 Suggestions on Pilot Construction of Credit Transfer Centers


In 2016, the Ministry of Education issued the "Opinions on Promoting the Recognition and Conversion of Higher Education Credits" (Education Reform [2016] No. 3), establishing and improving the credit bank management system, realizing credit recognition, accumulation, and conversion, promoting communication and connection among all levels and types of higher education, and building an "overpass" for talent growth. Smooth the transition channels between different types of academic education, academic education and non academic education, and on campus education and off campus education in higher education, promote the open sharing of high-quality educational resources, and facilitate learners to obtain academic points from similar courses at different levels and types of higher education institutions, as well as other learning outcomes to be recognized, converted, and accumulated.


Next, the Ministry of Education will continue to follow up and actively promote the construction of a learning oriented society with nationwide and lifelong learning, creating favorable external conditions for every student to find the best position for career development.
