Ministry of Education: Further deepen comprehensive education reform and accelerate the construction of a high-quality education system

On March 7th, Huai Jinpeng, Secretary of the Party Group and Minister of the Ministry of Education, presided over a special meeting to convey and learn from the important speeches of General Secretary Xi Jinping during the National People's Political Consultative Conference and the Chinese People's Political Consultative Conference, especially at the joint meeting of the Democratic League, the Democratic Progressive Party, and the education sector at the third session of the 14th National Committee of the Chinese People's Political Consultative Conference, and to study, deploy, and implement the work.


The meeting pointed out that General Secretary Xi Jinping's important speech is insightful, profound in thought, rich in connotation, and inspiring, fully reflecting the Party Central Committee's high attention to education, and profoundly elaborating on the leading and fundamental supporting role of education in the new era and new journey. It has strong political, ideological, and guiding significance, pointing out the direction for building a strong country in education, science and technology, and talent, and consolidating the strength for progress. We need to combine the study and implementation of the spirit of General Secretary Xi Jinping's important speech with the study and implementation of General Secretary Xi Jinping's important statements and instructions on education, as well as the study and implementation of the spirit of the National Education Conference. We must deeply understand the essence and essence of the spirit, grasp the needs of Chinese style modernization for education, science and technology, and talent, unify our thoughts and actions with the spirit of General Secretary Xi Jinping's important speech and the central decision-making deployment, further deepen the comprehensive reform of education, accelerate the construction of a high-quality education system, and accelerate the transition from an education powerhouse to an education powerhouse.


  We should take reform as the fundamental driving force for the development of education, further improve the institutional mechanism, establish a scientific education evaluation system, improve the school management system, implement the autonomy of school operation, and continuously enhance the level of rule of law in education and management. Focusing on the needs of modernization, we will improve the resource allocation mechanism that adapts to population changes, so that the achievements of education reform and development can benefit all people more and fairly. To promote the reform of universities by classification, accelerate the establishment of disciplinary and professional adjustment mechanisms driven by scientific and technological development and national strategic needs, improve the adaptation mechanism between talent cultivation and economic and social development needs, explore the formation of institutional mechanisms for the deep integration of scientific and technological innovation and industrial innovation, and deeply promote the virtuous cycle of educational and technological talents. We must continue to promote the national education digitalization strategy, adhere to the principle of "application is king", and assist in the deep level transformation of education and teaching.


The meeting emphasized the need to strengthen confidence and determination, put them into practice, and implement policies sooner rather than later. It is better to seize time with various uncertainties and improve policy effectiveness. We should closely follow the major deployment of the "Outline of the Plan for Building a Strong Education Country (2024-2035)" and the three-year action plan for building a strong education country, organize and carry out pilot work for building a strong education country, accurately grasp the direction of reform pilot, focus on key tasks with "four beams and eight pillars" significance, design reform pilot projects, clarify what to try and how to try, grasp the importance and urgency, classify and batch by batch, adhere to mature batch and launch batch by batch. We should have goals and organize the promotion, clarify the implementation subjects and responsibilities of each pilot, and form a full chain mechanism from systematic planning, organizational implementation, summary and promotion to improving the system. We must adhere to the combination of goal orientation, problem orientation, and effect orientation, highlight the importance of establishing first and then breaking through, take institutional innovation as the core task, and focus on breaking through institutional and mechanistic barriers. We need to encourage local governments and schools to actively explore and boldly practice, produce replicable and promotable good experiences, practices, and achievements, strengthen argumentation and refinement, transform them into rules and regulations, policy documents, standards and norms, and effectively play the exemplary, breakthrough, and driving role of pilot projects in the overall reform, and use reform and innovation to activate and add momentum to accelerate the construction of a strong education country.
