Employment is the most basic livelihood, and college graduates are an important group to promote employment. At present, it is a critical period for college graduates to promote employment before leaving school. The Ministry of Education has issued multiple notices, deploying various regions and universities to seize the critical period for promoting employment before leaving school.
On May 30th, the Secretariat Group of the Central Leading Group for Education and the Ministry of Education held a meeting in Beijing to promote the implementation of employment policies and measures for college graduates. The meeting emphasized that there is only about a month left before the large-scale graduation of graduates, and efforts should be made to further promote employment as a whole. According to the goal of stable employment for graduates before and after leaving school, reverse the construction period, actively transmit pressure, hold the bottom line of stability, strengthen supervision and implementation, do a good job in policy interpretation, and resolutely hold the bottom line of employment stability and campus safety work.
On June 6th, the Ministry of Education issued a notice to deploy universities in various regions to seize the key sprint period for promoting employment before leaving school, carry out the "100 day sprint" action for the employment of the 2025 college graduates, strengthen the exploration and expansion of employment opportunities, enhance the guidance of graduates' employment concepts, and provide accurate employment guidance services.
On June 10th, the Ministry of Education issued a notice on carrying out the "Promotion Month of Employment and Entrepreneurship Policies for College Graduates in 2025", deploying the promotion of employment policies for college graduates nationwide from June to July, deeply implementing the decision-making and deployment of the Party Central Committee and the State Council on "stabilizing employment", helping employers and graduates fully understand and make good use of employment preferential policies, and promoting high-quality and full employment for college graduates.

Shanghai:
The Organization Department of the Shanghai Municipal Committee of the Communist Party of China and other departments have issued a notice on doing a good job in the employment and entrepreneurship of college graduates in Shanghai by 2025, requiring that the recruitment work of civil servants and public institutions continue to tilt towards fresh college graduates. On the basis that the total recruitment volume of public institutions this year is not lower than the previous year's level, the number of positions for college graduates shall not be less than 60% of the total number of open recruitment positions. By 2025, more than 1000 grassroots positions will be provided, including "selected and transferred students", "three supports and one assistance", and "Western Plan". Encourage all districts to increase the reserve of outstanding college graduates and increase the recruitment of primary and secondary school teachers.
At the same time, the notice requires that no less than 50% of the employment positions in the annual campus recruitment plan of Shanghai state-owned enterprises and district state-owned enterprises should be arranged for targeted recruitment of college graduates from the city. Each district and department should develop a batch of temporary and public welfare positions, giving priority to graduates from disciplines and majors who have been greatly impacted.
Shaanxi
The Department of Human Resources and Social Security, the Department of Education, and the Department of Finance of Shaanxi Province jointly issued a notice on doing a good job in the employment of young people such as college graduates in the province by 2025. Clearly, we will expand market-oriented employment opportunities, implement employment support plans for key areas, key industries, urban and rural grassroots, and small and medium-sized enterprises. For enterprises and social organizations that hire college graduates who have not been employed within the year of graduation or within two years of leaving school, as well as registered unemployed youth aged 16-24, we will implement one-time job expansion subsidies in accordance with regulations, and continue to implement the policy of stable employment return for unemployment insurance. For small and micro enterprises that hire college graduates who have not been employed within the year of graduation or within 2 years of leaving school, sign labor contracts with them for more than 1 year, and pay social insurance premiums for them, social insurance subsidies shall be provided in accordance with regulations.
Ningxia:
Multiple departments in Ningxia have jointly issued a notice to fully promote employment and entrepreneurship among young people, including college graduates, by 2025. Enterprises and social organizations that hire eligible graduates and unemployed youth can receive a one-time job expansion subsidy of 1500 yuan per person. In terms of grassroots employment, the "Three Supports and One Assistance" and Western Plan respectively recruit 4500 and 1000 people. Ningxia graduates employed in counties and townships can enjoy a monthly living allowance of 500 yuan for a period of one year. Recruiting positions for college graduates in public institutions should not be less than 60%, and efforts should be made to complete interviews before the end of July; The policy of increasing personnel and capital in state-owned enterprises will continue until the end of 2026. Entrepreneurial projects for college graduates can receive priority support from mentors, financing, etc. Excellent projects are exempt from guaranteed loans and counter guarantees.
Hebei:
The Department of Human Resources and Social Security of Hebei Province and other departments have introduced measures to coordinate and make good use of the existing staffing of public institutions, with a focus on mining job resources for educational institutions such as universities and middle schools, as well as medical and health institutions at the grassroots level, and tilt towards college graduates. Accelerate the progress of public recruitment in public institutions and complete the unified recruitment for the class of 2025 college graduates by the end of August. Continue to develop 5000 temporary public welfare positions and provide a backup for college graduates who find it difficult to find employment through the market.
Guizhou:
The Office of the Leading Group for Employment Promotion and Labor Protection in Guizhou Province has issued a notice requiring an increase in job opportunities based on development needs.
