Shaanxi: Multiple departments collaborate to achieve full employment for college graduates and other young people

Recently, Shaanxi issued a notice on doing a good job in the employment of college graduates and other young people in the province by 2025, establishing a work scheduling mechanism, refining work plans, and coordinating with departments such as human resources and social security, education, and finance to support the employment and entrepreneurship of college graduates and other young people.


Exploring employment opportunities through multiple channels


One is to expand market-oriented employment opportunities. Deepen the "Secretary and President Visit Enterprises to Expand Employment Opportunities" and "Human Resources and Social Security Cadres Visit Enterprises to Expand Employment Opportunities" docking activities, and improve the implementation rate of graduates' employment opportunities. We will focus on providing employment services for specialized, refined, and new "little giants" enterprises, specialized, refined, and new small and medium-sized enterprises, high-tech enterprises, and foreign trade enterprises. We will publicly disclose the process of local policies to promote youth employment, and vigorously promote service methods such as "exemption from application" and "direct subsidy and fast processing". Enterprises and social organizations that hire college graduates who have not been employed within the year of graduation or within two years of leaving school, as well as registered unemployed youth aged 16-24, shall be provided with one-time job expansion subsidies and social insurance subsidies in accordance with regulations.


The second is to stabilize the scale of public sector positions. Expand the employment space at the grassroots level, establish a mechanism for collecting and publishing urban and rural grassroots positions, and rely on public employment service websites, market-oriented human resources service platforms, etc. to dynamically publish local employment social security, medical and health, elderly care services, and other urban and rural community employment positions. We will coordinate and make good use of the existing staffing of local public institutions, with a focus on excavating positions for grassroots institutions such as education and healthcare, and tilt towards college graduates. Accelerate the recruitment schedule of public institutions, ensure early recruitment and increase the tilt of recruitment plans towards poverty-stricken areas. Continue to implement the policy of one-time increase in personnel and capital for state-owned enterprises.


The third is to support young people's independent entrepreneurship. Give full play to the role of 538 entrepreneurial incubation carriers in the province. About 30% of the incubation carriers invested by the government should provide free venues to college graduates and entrepreneurs, incubate 1000 newly settled entrepreneurial entities, and drive employment for 3000 people. Strengthen the guarantee of entrepreneurship services, provide one-stop services such as entrepreneurship training, guidance, incubation, and policy implementation. Support the construction of a university student innovation and entrepreneurship achievement transformation center, and promote the incubation and implementation of innovation and entrepreneurship projects. Support various forms of financing docking, select entrepreneurial projects for college graduates with funding needs and high employment prospects, and organize "government enterprise bank support" exchange activities.


Fully support the enhancement of employability


One is to implement an employment capacity enhancement plan. Focusing on the urgently needed and scarce talent directory in Shaanxi Province, we encourage the establishment of "micro majors" and vocational training courses in universities, with a focus on supporting the development of artificial intelligence applications to empower employment training. Support students majoring in relevant disciplines with insufficient social demand in universities to participate in "micro majors" or training courses, optimize their knowledge and skill structure, and obtain corresponding learning certificates after passing assessments. Implement the "Skills Illuminate the Future" training campaign, carry out project-based training mode of "job demand+skills training+employment recommendation", and implement vocational training subsidies according to regulations.


Secondly, we will orderly promote the practical training of young people's job seeking abilities. Strengthen the development of internship positions, focusing on recruiting management, technical, and scientific research internship positions from technology enterprises, chain owners, universities, and other public institutions, with a total of over 40000 positions recruited throughout the year. Strengthen the construction of the teacher team for job seeking ability training, actively carry out youth job seeking ability training camps, focus on highlighting college graduates who have left school but have not yet found employment and those facing employment difficulties, organize experiential activities such as enterprise visits and on-the-job training, and carry out curriculum teaching such as resume making and image etiquette. Strengthen the standardized management of internships, guide internship units to sign internship agreements, implement mentoring systems, and ensure internship benefits. Strengthen the tracking and assistance of internships, encourage internship units to retain interns, and provide follow-up employment assistance for those who have not been retained after internships.


Focus on strengthening employment service guarantee


One is to carry out public employment service activities on campus. Continuously promote policy promotion, recruitment services, employment guidance, entrepreneurship services, vocational training, and assistance for those facing difficulties in the "six in" campus. Fully leverage the professional expertise of career mentors, experts in the field of employment and entrepreneurship, and human resources managers to carry out diversified communication and guidance, organize salon dialogues, job seeking lectures, employment consultations, and other activities. Build "talent stations" to support the cooperation between cities (districts) and universities in establishing employment and entrepreneurship guidance service stations, and promote the full coverage of employment service stations in universities. Universities should establish a support account for graduates facing employment difficulties and give priority to participating in the "Hongzhi Assistance Plan". Carry out paired assistance activities for directors of human resources and social security departments in universities, and work with the education department to select universities with heavy employment tasks and high pressure to establish designated contacts, regular visits, and targeted service mechanisms.


The second is to carry out a series of recruitment activities called "Leye Shaanxi 'Right' in Sanqin". We will continue to hold special events such as the National Urban Joint Recruitment of College Graduates, Private Enterprise Recruitment Month, and National Recruitment Action, enriching industry enterprise special sessions, live streaming and job guidance, and other characteristic recruitment activities. Encourage cooperation with operational human resources agencies, guide their participation in grassroots employment public service platforms such as home employment service stations and park employment service stations through purchasing services, organize large-scale recruitment activities, and provide diversified, specialized, and precise services. Cities where college graduates are concentrated should hold at least one professional recruitment session per week and at least one comprehensive recruitment session per month. Strengthen public employment service activities and participate in various campus recruitment activities to review enterprise qualifications and job information.


The third is to implement the tough action of providing employment services for graduates who have left school but are not yet employed. The human resources and social security department should proactively coordinate with the education department, complete the handover of real name information of unemployed graduates who have left school and have employment intentions in July, comprehensively use methods such as job registration and visits to improve the real name ledger, and generally provide at least one policy introduction, one career guidance, three job recommendations, and one training or internship opportunity. Focusing on low-income families, zero employment families, families targeted for poverty prevention monitoring, and disabled college graduates, we will assign dedicated personnel to provide paired assistance and implement a "one person, one policy" approach. We will provide targeted information on 3-5 high-quality job positions, issue one-time job search subsidies in a timely manner according to regulations, and provide a bottom line for those who find it difficult to find employment through market-oriented channels.


Fourthly, establish a normalized assistance mechanism for unemployed youth. Implement the "big data+iron foot" service, make good use of the "Qinyun Employment" platform, open the job registration mini program for unemployed graduates throughout the year, and smooth the local online and offline channels for seeking help. Strengthen assistance for unemployed youth and ensure that at least one round of targeted assistance services is provided to the beneficiaries every year. Intensify efforts to provide job seeking services in different regions, relying on existing resources such as job service stations at home and gig markets (gig stations), and establish a number of youth employment stations to provide "one-stop" services such as policy interpretation, employment guidance, and recruitment information for college graduates and other young people seeking employment in different regions.


Strengthen efforts to create a favorable employment environment


We will launch a special campaign to clean up and rectify the order of the human resources market, crack down on illegal activities such as training loans, paid internships, and false recruitment in accordance with the law, and promptly investigate and deal with irregularities such as abuse of probation period and failure to sign labor contracts. Strengthen warning education on typical cases of infringement, release tips on recruitment and job seeking traps such as pyramid schemes, loans, and "black job agencies", increase publicity on preventing telecommunications fraud, and help young people such as college graduates enhance their risk prevention awareness. Make good use of the 12333 Human Resources and Social Security Service Hotline, promptly accept and investigate infringement clues that occur during the employment and entrepreneurship process of young people such as college graduates, and safeguard their legitimate employment rights and interests. Carry out promotion of employment and entrepreneurship policies for college graduates and other young people, and use various channels such as news media, Weibo, WeChat, radio and television to produce and publish local policy lists, service project lists, and recruitment activity lists, in order to enhance awareness of policy services. Carry out typical publicity, actively select and serve major strategies, root in urban and rural grassroots, and engage in youth employment in remote areas, guiding young people such as college graduates to integrate their career choices into national construction and development.
